The path over the River Kelvin bridge is very narrow, so having this fence block sightlines onto it until the last moment before knowing whether the way is clear or not is rather unhelpful. #102680 illustrates the width. With the gate left open the fence serves no purpose. There is also no excuse for the fence being taller than the adjacent railing. See also #175172.
