This is a narrow one way road with a contraflow cyclelane.

You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road.
Parkign in a contraflow cyclelane is considered especially dangerous as there's no legal way round by bicycle. This is supposedly looked at seriously by the police.
But mostly the issue must be that this road needs to have some kind of redesign. Currently it's not safe for vunerable road users and, technically, no-one can unload into the Corn Exchange in large vehicles.
