While the barriers have replaced worse barriers, the problem of the unnecessarily steep ramp remains, and the people I saw before and after taking this photo both dismounted rather than attempt to ride up this ramp.

Also the bollard suggests the footway alongside the road is shared use, which I believe is not the case.
