I think this is a "park in marked bays only" Controlled Parking Zone. Either way, the van is parked obstructing the cycle cut-through to Hyndland Street and the bollard isn't helping.

Vehicle parking on the footway appears to be a problem here. The shared use footway crosses to the other side of Summertown Road here, not that you'd notice.

What's that rule about not parking within so many metres of a junction? A car parked blocking entrance to the cycle track, so that it becomes easier to go around the other side of the traffic island to get to Lorne Street.
