Someone ordered up this bollard, and had it installed, but its meaning is not clear. Cycle up the steps?

According to the sign, cyclists are to give way to pedestrians on the steps and narrow, steeply graded path down to the Kelvin Walkway.

Flashing electronic signs has been installed at some junctions on Victoria Road to warn motorists of the presence of cyclists. This is activated by a detector in the cycle track.

Pedestrians must turn left along the road with no footway, and are banned from going straight on where there is a footway!
